Hr 2454 the american clean energy and security act was a proposed federal law that made it illegal for a homeowners association to restrict the installation of solar panels. In many cases hoas require that you get approval for solar panel installations. Unfortunately pennsylvania does not have rules. We re working with solar supporters on the ground in our nine states to ensure that installing solar is not made unduly burdensome by hoas or other governing bodies. In some cases an hoa may deny you for aesthetic reasons.
